What has to be in place before you can sell anything?

When should the POS decision happen?
Earlier than most people make it. Menu programming takes days, hardware takes time to arrive, and both should be finished before your soft open, not during it.
Work backwards from your opening date: hardware on site and tested a week ahead, menu built and reviewed two weeks ahead, decision made a month ahead. Compressing that is how people end up training staff on a system at midnight the night before they open.
You also want your terminal count settled before you order, because adding a station later is more expensive than including it upfront.

Can I open with one terminal and add more later?
